HRHA is actively expanding affordable housing in the Harrisonburg area through new construction, adaptive re-use, and strategic partnerships.
Bluestone Town Center
Bluestone Town Center is a 900-unit complex designed to provide affordable housing opportunities to homeowners and renters alike. In 2025, HRHA in partnership with Equity Plus secured $10 million in infrastructure funding through financing. Infrastructure construction for Phase I construction begins late 2026/early 2027.

In January 2025, HRHA broke ground on this 16-unit one-bedroom affordable housing complex. Commerce Village II provides deep rental subsidies to individuals and couples at 30% or lower of the adjusted median income. Eight apartments support unhoused veterans through VASH vouchers; eight are dedicated to elderly and disabled individuals and couples.

In summer 2025, HRHA began the process to purchase the historic Glen’s Fair Price building with a planned adaptive re-use project. In January 2025, sixty Lineweaver Annex apartments were converted to project-based assistance, further preserving deeply affordable housing units for individuals needing supportive services who are elderly and/or disabled. Together these three projects allow HRHA to renovate existing units, develop new housing opportunities, and infuse nearly $10 million in construction costs into the local economy.
